♻️ Microsoft Fabric Reserved Capacity: sharing capacity with other workloads

Fabric Planning runs on a Microsoft Fabric capacity (an F-SKU). When committed annually, the reserved pricing is roughly 41% below pay-as-you-go pricing, and this is the standard procurement model for large organizations. Crucially, the capacity isn't single-purpose: any compute your planning workloads don't consume is available to your other Fabric workloads, such as Power BI, data engineering, real-time analytics, data science. So reserved capacity is not stranded spend. It's also MACC-eligible, drawing down existing Microsoft Azure commitments. Pigment seats, by contrast, are dedicated to Pigment.

Pigment's plan data lives in its own hub, so moving it into Power BI is an ongoing pipeline: the connectors, integration, and platform fees the calculator above captures. Fabric Planning removes that layer:  it writes to Fabric SQL and materializes plans in OneLake, where Power BI and Copilot read them directly, with no export job to build, run, or pay for.

Assumptions & methodology

This page offers directional comparison, not a quote. Figures are illustrative under the stated assumptions; actual costs depend on contract terms, region, persona mix, and utilization.

  • Role mapping. Counts are entered once and applied to both platforms: Fabric Planner ↔ Pigment Editor (builder); Fabric Stakeholder ↔ Pigment Contributor; Fabric Viewer ↔ Pigment Explorer.
  • Fabric Planning uses Reserved capacity pricing (annual commitment), not pay-as-you-go. It is the correct basis for an annual TCO, roughly 41% below pay-as-you-go. Billing is per session: one session = 730 hours (~30-day month). Per-role consumption is published as Capacity Units (Planner 1.16, Stakeholder 0.23, Viewer 0.05 CU/hr; 847 / 168 / 37 CU per session). These CU rates are set by Microsoft and are uniform across regions; the dollar cost per CU varies by region. The $/user/mo figures shown (Planner $89.93, Stakeholder $17.83, Viewer $3.88, Reserved) are the US West 2 reference derivation from the capacity estimator. The "Other resources / infra overhead" default of 30% covers Fabric SQL, OneLake, and Power BI XMLA, and is adjustable.
  • Pigment figures are estimates, not contracted rates. Pigment does not publish pricing. Defaults are drawn from independently published market pricing ranges. Per-seat rates are entered net of any negotiated discount, so there is no separate discount line; Pigment contracts commonly carry 8–12% annual escalation. Replace all defaults with your actual quote.
  • Multi-year. The CPI / renewal uplift is applied to Years 2–3 of the TCO. Fabric Reserved capacity defaults to flat (0%); adjust as needed.
  • Not modeled: the in-house team or partner needed to build and maintain Pigment models, the rework those models need before each planning cycle, and the value of Fabric capacity you may already own. Fabric Planning runs on the same Fabric capacity as your analytics workloads and is MACC-eligible, which can lower the incremental cost further.

Pigment vs Fabric Planning: frequently asked questions

Fabric Planning uses activity-based licensing on Microsoft Fabric Reserved Capacity, while Pigment uses per-seat pricing with a platform fee. It is architectural. Pigment runs on its own data hub separate from your data platform, so data is synced in to plan and back out to report. Fabric Planning is a Microsoft Fabric workload that reads from your existing Power BI semantic models, writes to Fabric SQL, and materializes plans in OneLake, removing the parallel platform, integration, and reconciliation.
For most user mixes, substantially. The savings come from removing a layer (a parallel data platform, its integration, and the seats to run it) rather than from negotiating a discount. Actual figures depend on your user counts, rates, and contract terms; the calculator gives a directional estimate.
